floor-mounted transformers secured?

Gentlemen, anyone know of a requirement which requires floor-mounted transformers to be secured? Closest I can come to is 300.11(A) which includes boxes and cabinets. Have seen many free-standing xfmrs in my time but this AHJ in Denver is asking for it to be bolted down and he has no reference...

Of course it would need secured in order to use vibration pads, but otherwise... your thoughts please? (45 kva)
 
yeah Rob I forgot to mention, not many earthquakes in Denver...

Anyone else heard of AHJ's requiring this in non-seismic areas?

I've never heard of it and would question what code would require it. Unless the manufacturers instructions made it mandatory sounds like the request is for something that's not required. I don't see hot water heater, boilers, compressors, and lots of other equipment actually mounted to the floor. IMO it's a design issue.
 
Looks like Denver requires Seismic Design Category B building design, which means although the equipment itself does not need seismic certification, everything must be bolted down.

For other municipalities, has any heard AHJ's require bolt-downs when there are no seismic requirements in play?
