Anyone ever seen, heard or used this? Are they referring to a typcial "Q" deck or something different?

Found it in the steel decking spec section.

Electrical Raceway Units: Provide UL-labeled cellular floor-deck units complying
with UL 209 and listed in UL's "Electrical Construction Equipment Directory" for
use with standard header ducts and outlets for electrical distribution systems

Is that the wireways that are cast in concrete floors, like Walkerduct?

I used to work with that stuff in existing buildings, removing or adding receptacles and LV outlets.

As Larry stated it sounds like Walkerduct or some variant. The main ducts are part of the Q deck. The header ducts get installed on top of the Q deck.
