Florecent light problem

I'm trying to resolve a problem. Have 4 florescent lights T12 unites inseries. In the morning when turning on the lights I have to flick the switch onand off many times (approximately 9 to 14 times) before all the lights (ormost of them) will come on. The firstunit in the series comes on right away but not the rest. After a while most of them do come on. Later in the day when I turn the lights offand then back on they all go on. Any ideasas to what?s the solution or how to trouble shoot this problem?
