I believe an "A" sound rating is the best through "F" being the worst. (A=<26 decibels, F=>36 decibels.) I am not familiar with "AB".

According to Advance Transformer, electromagnetic ballast sound ratings are:
A - 20-24db
B - 25-30db
C - 31-36db
D - 37-42db

Bear in mind that the sound rating really only has application to magnetic ballasts. 60 cycle in, 60 cycle out, plain old iron core transformer technology. The noise is from everything vibrating.
An electronic ballast has a tiny transformer, by comparison that is supplied 25 - 30 thousand cycle power. Beyond human hearing. (I might hate being a dog, though.) The switching power supply that develops the high frequency is essentially silent by comparison to a magnetic ballast.
