Florida Building Code-Early Start

All of our surrounding counties have allowed us to start a project early as long as the building permit has been submitted. They allow us to do this work up until the first required inspection. I have been told (by an inspector) this is in the Fla Building Code but I cant seem to locate this online http://www2.iccsafe.org/states/florida_codes/
I know some counties require an early start permit but I run into one county that will not allow any work to start until the plan review is complete and permit is paid for
 
Your looking for 105.12.

105.12 Work starting before permit issuance. Upon
approval of the building official, the scope of work delineated
in the building permit application and plan may be started prior
to the final approval and issuance of the permit, provided any work completed is entirely at risk of the permit applicant and the work does not proceed past the first required inspection.
