could not fit all in title, finishes w/NFPA 101 2009 as base documents for FL. FPC. 2012

Any hoot can some one tell me inform me about section 7.8.1.2.2 in the NFPA 101 2009

I am trying to figure out this requirement. I understand lighting (Normal) lighting for egress areas of certain applications requires the lighting to be continuous, such as an apartment Bldg. with interior halls etc. leading to stairwells. This standard allows for occupnacy sensors to be used for this lighting, however the section reads;

auto-motion sensors-type lighting switches shall be permitted within the means of egress, provided that the switch controllers are equipped for fail-safe operation... and it goes on to state other requirements that are not my problem. The issue I am having is

no one I spoken to has a clue do they make a self contained occupancy sensor that has fail safe mode or function if it fails??
Also a line voltage one with fail safe would be awesome or am I completely misinterpreting what they mean by fail safe controller???
