A bill to be entitled
An act relating to electrical and alarm system
contracting; amending s. 489.537, F.S.; requiring that
an electrical journeyman be present on any industrial
or commercial new construction site when certain
electrical work is being performed; providing an
effective date. 78
Be It Enacted by the Legislature of the State of Florida:

Section 1. Paragraph (f) of subsection (3) of section
489.537, Florida Statutes, is amended, and subsection (10) is
added to that section, to read:
489.537 Application of this part.?
(3) Nothing in this act limits the power of a municipality
or county:

(10) At lease one electrical journeyman who is licensed
pursuant to s. 489.5335 must be present on an industrial or
commercial new construction site when electrical work in excess
of 77 volts is being performed in order to supervise or perform
such work, except as provided in s. 489.503.
Section 2. This act shall take effect July 1, 2009

Thanks for the post. With any luck some of the other states (including NY) will look into this. I'll take it to Albany with me next trip. :)

Why 77 volts? Why not residential??
The Insurance industry here gutted the journeyman position. It kept the rates up.

An alarm contractor or mechanical contractor or phone or CATV installer can do as much damage as any uneducated electrician's helper or mechanic or day laborer. I cant hire a daylaborer to place any electrical conduit or wire, but the Cable contractors can bring in a rent a drunk to rebuild there entire plant.
AT&T and the cable companies might have to hire and train real electricians to install there communications equipement. Thats why 77 volts.

I love an open democratic process.

I think this is a great start. Lets go whole hog and make it apply to all electrical installations. Make it a fair and balanced playing feild.

There was a time when I had to work on certain light commercial jobs that the residential division of a company I worked for did. Entry lighting for subdivisions, small clubhouses, guard houses. I was one of the few who had a commercial license, not just the residential card. I miss those times, I'm a little tired of my license (master now) being a very expensive drink coaster.

Not being sarcastic, but hit the spelling/proofing button before submittal. I know it's a small item, but let the document be as professional as possible so that everyone stays on the meat of the subject.

Great idea to move forward on.

It's about time that Florida caught up with the more progressive states.
In most New England states, you are either licensed or you are an apprentice.
You can't even walk on a job without being one or the other and the inspectors won't hesitate to run you off a job if the requirements are not met.
When I moved to Florida, I was stunned by the help that I was given.
I was working for a very large contractor and at times might have 40-50 "electricians" on a project and not one license.
It seems that down here if you have a pair of pliers (any kind) and a couple of screwdrivers, you can apply for a job as an electrician.
I used to teach the journeyman prep course in MA and was very proud of the fact that our state had some of the best trained electricians around.
They might take 4 hours to connect a 2hp motor but you could usually count on it rotating in the proper direction.

It's a good time to put the requirements into effect. There is no work here. Since there are no licensed jurneymen living in Florida, all you yanks can come on down on July 1st.and get a job when we recover and show how you did it up north.:D
I do agree it is VERY MUCH needed. I got very tired of the work I was forced to accept in my inspections for the last 2 1/2 years
