I've come across a problem that could use some explaining.I've come across an installation of single tube 120v flourescent fixture, that when switched on just sort of glows on the end,but when I touch the bulb(I'm not twisting or pushing on it) it fires right up.This is in a dorm style building where this is typical in many rooms. Any input on a cause and remedy would be greatly appreciated.

End glow probably comes from filimant heating and presence of strike voltage across the tube. The tube requires a grounded surface near the tube (metal ballast and wiring enclosure)to cause the tube to strike. The ground coupling travels down the tube until it reaches the other filament. Your finger provides the ground so the tube starts. Make sure there is a properly grounded metal surface near the tube.
