Flourescent socket in recessed can

Greetings. I have a newer house which has numerous 13 watt plug in flourescent lamps in recessed cans. I am told these were installed to qualify the home for energy efficient rating. Well, one of them is dark, the ballast is bad. Question: Is there a replacement socket I can use to change from the plug in type lamp to a screw type without changing the whole fixture out?
 
I am going to close this thread. Forum rules prohibit us from helping a person who is not an electrician to perform electrical installation work. There are internet sites available to assist the DIY and the ?Handyman,? but this is not one of them.
