It often depends on how many lamps are involved at one time. 1 broken lamp no problem, a broken case is usually a concern.

In our area it seems each waste facilty has their own acceptance limits.

In my state, if I dispose of a certain amount of genuine hazardous material in a year's time, I'm automatically classified as a hazardous waste generator. Once that classification is made, when I need to dispose of a normally non-hazardous quantity of hazardous material (such as low mercury lamps), I must do so as if they were hazardous quantities.
