here at our offices they are trying to save a buck. so they decided to disconnect 2 of the 4 lamps in the 2 x 4 lay in fixtures. my question is by not disconnecting the electronic ballast won't it still consume power?

yep but it can also allow these ballast to fail if they don't have a load. so its not good to keep a ballast running with no load (lamps) electronic ballast don't like no load.

Yes but it won't consume as much energy as it would with the load. Best to disconnect the ballast then it is there as an extra when the other goes out.

Of course many of these fixtures only have one ballast that does all 4 tubes
