fluorescent ballast filter?

found this in a f32 t8 layin fixture, in the ballast compartment. feed comes into fixture, through this and then to the regular ballast. mfr is power lighting products inc, out of elpaso texas. catalog number on it is 89G635. found absolutley nothing online about them. they put a phone number on it and that doesnt even work. the only bit of info on this thing is "filter for use with fluorescent lamp". store and fixtures arent that old. any help with what this does? 20130521_140633.jpg sorry not the best picture.

I did a search using BING, for filter 89G635, and got over 2,600 hits.

One of them said "Each fixture shall have RFI filter, GE 89G635, or equal".

To prevent RF noise from leaving the fixture by conduction on the power wires, from which it may be radiated elsewhere.
The RF noise could be caused by the current in the fluorescent tubes themselves or by lamp starters or electronic ballasts.
