fluorescent fixture guards

I am going replace some lighting in a commericl building for a friend in a Sears Applinance store with 10' ceilings. Is there a certain height as to when the tubes need to be guarded with a cover or sleeves over the tubes? Installing a 2 bulb T8 8' strip
 
Consensus is that except for food preparation areas NEC does not require protective covers on tubes.
Classified areas also may require enclosed luminaires, not just tube covers.
But if the tubes are likely to be exposed to physical damage (like the aisle with the ladders) it may be smart to do more than code.

Gymnasiums and over food preparation areas are two locations where guarding the lamps would be advisable if not already required by other codes. For a department store I don't see a need, but if you can convince the Powers That Be it is money in your pocket.
