Fluorescent Fixtures in Commercial Building

How can a recessed fluorescent fixture installed in a sheetrock ceiling meet the requirements of Section 502.4.7 of the 2006 IECC? The fixture is IC rated, but not sealed.

There are some recessed can lights on the market that are "air tight". I have not found a lay-in 2X4 fixture that is IC rated and sealed as the IECC code calls for. Any suggestions?
