fluorescent luminaire support

Are fluorescent luminaires required to be supported independently? I recently observed a job where the 8 foot 2 lamp fluorescent luminaire rows were supported by 3/8 inch rod from the bar joists of an open ceiling. The rods were spaced at 10 foot intervals so that some of the luminaires had one support while others had none, and were supported only by the adjoining luminaires. Four foot track lighting is listed to be supported by 2 supports, and box's have to be indepedently supported per the NEC but I can find nothing about individual luminaires. Can anyone offer some input?

410.36 Means of Support.
(A) Outlet Boxes. Outlet boxes or fittings installed as required
by 314.23 and complying with the provisions of
314.27(A) and 314.27(B) shall be permitted to support luminaires.
(B) Suspended Ceilings. Framing members of suspended
ceiling systems used to support luminaires shall be securely
fastened to each other and shall be securely attached to the
building structure at appropriate intervals. Luminaires shall
be securely fastened to the ceiling framing member by mechanical
means such as bolts, screws, or rivets. Listed clips
identified for use with the type of ceiling framing member(
s) and luminaire(s) shall also be permitted.

I don't think 410.36 (B) states compliance. The first part of the article states the ceiling system or framing members must be attached to the building structure and each other, and the second part refers only to attaching the luminaire to the framing member with screws, bolts, etc. not to the building structure.
