One of my electricians installed unistrut welded in a C shaper to support fluorescent fixtures clamped to a beam with a beam clamp. is this an acceptable means of support?

Without a picture it’s hard to comment.
Acceptable to State electrical inspector. or acceptable per code I have looked but could have missed it. Attached is the picture. my apologies, it is not a c, L shaped connected to beam above with beam clamp.

Depends on the quality of the weld
NEC does not address this
My AHJ would not be concerned
Welding on galv is dicey due to fumes.
I would of used a 4 hole strut 90 as I am not a welder
That luminaire could of been supported by 1/4” all thread,

Unless you have some engineering design to follow, seems it will be subjective to the conditions involved.
What you picture should be acceptable to most inspectors (IN MY OPINION) unless it was mounted to a structure subject to extreme vibration, etc.
