fluorescent surface fixture listed for raceway mounted without outlet box

Maybe I'm showing my age here, but I actually had a customer run into a municipal code enforcement officer that wanted him to install, during the rough in, outlet boxes for all his surface mounted electric discharge fluorescent fixtures he would be installing in the clothes closets at a later time. Now, I'm no longer young but I seem to recall that a surface mounted electric discharge fixture with one branch circuit installed for the luminaire itself could be wired directly with NM cable and a listed connector. (no outlet boxes required...however they are permitted)...Would you folks agree with this old bucks' memory?

I believe you are correct.

410.24 Connection of Electric-Discharge and LED Luminaires.
(A) Independent of the Outlet Box. Electric-discharge and
LED luminaires supported independently of the outlet box
shall be connected to the branch circuit through metal raceway,
nonmetallic raceway, Type MC cable, Type AC cable,
Type MI cable, nonmetallic sheathed cable, or by flexible
cord as permitted in 410.62(B) or 410.62(C).

thank you...I looked in 2014 and it hasn't changed...The access hole required to the outlet box is only required if there is an outlet box...no outlet boxes required for surface mount electric disharge lighting but permitted.
