fluorscent light bulbs

why are my new fluorscent bulbs not light and are flickering if they do light. the fixture is at a slight angle.

Bad lamp.
Wrong lamp.
Bad ballast.
Mis-wired.
Too cold.
Faulty feeders.
Wrong ballast.
Bad ground.
Harmonics.

Pick any one or more.

Are your fixtures outside or in a garage or in a cool area? If so,do they have an H.O. ballast?

Sounds like the lamps are not correct for the ballast in the fixture.
