Flush Mount Fixture To Combustible Fiberboard

Is a 12"+ flush mount fixture allowed to be mounted against a combustible ceiling tile. It is a 120V Light fixture. It is commercial space. Looking at articles 410.136(B), 410.115(A) & 410.116 I'm having a hard time figuring out if only fixtures with a ballast, transformer etc. need the 1.5" space between the fixture and combustible material or do all fixtures need the spacing. I may just be over thinking this but I haven't seen flush mounted fixtures mounted to drop ceilings before unless they are pendants or ceiling fans. Thanks for your help!

Are saying this is a drop ceiling with either 2x2 or 2x4 ceiling tiles? I am trying to figure out why someone would use combustible material for a ceiling tile. Will there also be insulation installed on the ceiling? Definitely need an IC rated light fixture in that case. Look at the literature that comes with the light fixture and see if it has any specs or warnings about installation. I would be very careful about installing and incandescent light fixture in that ceiling. Call the manufacturer if there are any doubts.

Yes it is a drop ceiling with drop in 2x4 ceiling tiles. I was under the impression that most ceiling tiles would fall under article 410.136(B) & Informational Note and it would be a combustible low-density cellulose fiberboard. I have assumed that most ceiling tiles are combustible to a certain point, maybe that's not true? Insulation will not be close to the ceiling it is installed roughly 18" away from ceiling.
