If i install a receptacle flush with the ceiling must it be twist lock ???????????????????????????????????????????????????????????????
 
There is nothing in the NEC that prohibits this. Done all the time for garage doors as one example. There is however an issue if you need to plug in a power "brick" for obvious reasons. I think the listing of those type of products even say something along those lines.
 
A locking receptacle is not required when the device is facing down in a ceiling.
 
As I review my previous post I hope all understand I was referring to a standard receptacle and meant to say a twist lock is not required.

Slightly unrelated question: is it permissible to plug a wall wart into a receptacle above a drop ceiling and bring the low voltage cord down through a hole in the ceiling tiles (or through a hole in the wall)?

In my view, yes, for a typical Class 2 secondary. But this has been hotly debated in some circles.
