FMC Conduit

When trying to figure out the maximum percent of FMC conduit total interior area that can be filled is more than two conductors......Do I use the table 1 or table 4 in chapter 9?

One says 31 percent the other says 40 percent.

31% is for two conductors, more than two is 40%. Table 1.
