We build custom serving counters for Govt., schools ect. The particular counters in question have 3 phase main lug load centers for a single point of connection by field electricians at a new local hospital. The counters are not in a kitchen, but could be considered food prep. I have a fire marshal stating that all receps below 3' must be GFCI protected. Of course, most of the counter is below 3' with a multitude of Receptacle configuration. Never seen a 3' code on kitchen equipment in a hospital but not in a kitchen. Does this apply to my counters?Some of the equipment receps are 120V single outlets which the UL requires so other equipment cant be added to the max load, once the equipment is in place the controls and toggle switches are the only thing personnel will use.
 
There is no 3' rule, however....

210.8 Ground-Fault Circuit-Interrupter Protection for
Personnel.
Ground-fault circuit-interrupter protection for
personnel shall be provided as required in 2IO.S(A) through
(C). The ground-fault circuit-interrupter shall be installed in
a readily accessible

(B) Other Than Dwelling Units. All 125-volt, singlephase,
15- and 20-ampere receptacles installed in the locations
specified in 210.S(B)( 1) through (S) shall have
ground-fault circuit-interrupter protection for personnel.


(2) Kitchens

Kitchen. An area with a sink and permanent provisions for
food preparation and cooking.
