400 amp or 4000 amp service, the largest conductor size required to a concrete encased electrode will be a 4 AWG CU even if that is the only electrode available.

It would depend on your how your ervice is installed. Generally it is as simple as T250.66 (#2 copper) but Note #2 can come into play

Edit: Sorry I was thinking water pipes.

Footer ground. That is a new one for me. I see a lot of different terms from around the country on this forum. We are talking about an ufer or concrete encased electrode, right?

Yes, a footer or footing ground is a CEE.
