I'm not sure how they do things in Jersey, whether they like combination inspectors or just trade inspectors. If they like comination inspectors, this is the path that I took: get your electircal certification first, as this will most likely be the easiest for you, then get the IRC code done. Most cities will find little use for an inspector if they can't do a four-way inspection at least on a house. Having your NEC certification will be a great help, as this is the code most inspectors struggle with the most. Take a look at ICC's web site: iccsafe.org they often have job postings there. Also do a search for your local BOCA site and also see if NJ has a local chapter of IAEI, BOCA or ICC, they might have postings. Good luck in your endeavor
