Foreman Time

Have a job that's a 2 story new construction. There are several systems power, lighting, fire alarm, security, IT and AV.

So I'd think with that many systems I'd want a non working foreman. But when I divide the man hours into the duration for OUR work it's only about 5 guys average so with that I don't think I'd need a non working foreman. How would you man this job regarding supervision? We usually have a full time non working foreman when manpower gets above 8-9 electricians. But then when you have multiple systems even with less then 8-9 electricians I'd think you would need a non working foreman. Thanks
 
There are several systems power, lighting, fire alarm, security, IT and AV.
You can estimate it for the foreman to actually be working with his tools but with one person managing the installation of all of these systems (not to mention going to meetings, keeping track of time, ordering material, etc.) the reality is he probably won't be working with his tools.
