If a Form 7 conduit body is installed in this application can you make a splice in the conduit body.

I wouldn’t see why not. Just watch for the cu in marking inside. They don’t have a whole lot of room to stay complaint if you are splitting off several different ways. (Plenty of ways around that though if you get creative).

From what I recall wirenuts arnt and shouldn’t be considered arcing/sparking devices.

Sorry I have no code ref to share being lazy and shooting from my mind.

Someone here directly will have the info to back it up.

In Class I, Division 2, apart from sealing requirements most metallic raceway wiring methods are acceptable, “as-is”. See Section 501.10(B)(1) and its cross reference to Section 501.10(A)(1)
