This is the first time Ive had to fill out this form for a Gov job. I only used one guy to help me for 7 hours one day. I paid him as a day laborer and gave him some cash. The contractor I worked for needs me to fill out this form. Does anyone have experience on how to fill this out. I have looked up the instructions. I just need to know how to do this with using a day laborer instead of an employee on payroll.

If he was doing electrical work then he is going to fall under that classification for prevailing wage. Depending on your level of control of when ,where,what, and how as it relates to his work he may not be able to be classified as a sub contractor. Spend the money on a visit to an accountant familiar in certified payrole and prevailing wage before you get to deep in hot water.
