How would guys handle this? I was hired by property owners from out of state to install a service for a fountain pump in a small lake in a shopping center. I originally priced the job to include the type and size pump the owners requested, my price was too high, they just wanted a price on the service, gave price and got job. pulled permits installed service worked with fountain people to wire from panel to their control box, had work inspected every thing OK inspector placed sticker on meter pan all good. My quote DID NOT include cost of poco to run line to meter box. Poco has now given their price to run to this service, cut pavement, install lines, patch pavement. Owner now wants me to give price from meter bank gutter to service 70' away. Inspections dept. said I will need to pull new permit and have this inspected since inspection has been finalized on the service, OK no problem. I went to get my measurements for material take off and noticed no cuts had remarked the lines in the drive where the service lines will come across. To me it seems these people are trying to play both ends against the middle on having this work done. Now how would you handle this if I find some one else has come in and ran the line to meter with out permits and/or inspections and/or work is not up to code? It would be very easy to do, (I could do it my self if I was that shady) because all the poco is going to see is the OK sticker on the meter base and not know the difference. What concerns me is if something is wrong, its my name on the permit.
 
I would not worry about that. Your permit should specify exactly what your scope of work was, and anything beyond that is not your responsibility.

As for the POCO accepting the mere presence of a sticker on an outside box, they should have some sort of documenting paperwork (cut-in-card?) to accompany the service.

Somebody has to connect the lines to the utility source somewhere, and if the utility does not do it, who does?
