Many people seem to be replacing the "guts" of FPE panels. Do the companies who make these retro fit guts have their products listed?

I know the 125A FPE panel I had here was too small to work around/change the guts. and considering there were like 12 circuits total, the change to a new 125A cost practically nada and took very little time.

On the left coast fuse boxes are buried in stucco, outside the building. Stucco cutouts must be larger than new cabinet, and can remain unpatched for months failing inspections for improper moisture-penetration barriers. EC's bid stucco patch separately, if they can even do it...the change to a new 125A cost practically nada and took very little time.
Since no listed retrofit's are possible for existing load centers, without reducing # of circuit/breakers, the low-ballers are avoiding building permis, taking the guts from new load centers and forcing them in undersized cabinets, leaving existing stucco undusturbed.
