I have someone using FPLP fire alarm cable for a low voltage dimmer cable on some LED lighting. Is FPLP cable that is made for fire alarms allowed to be used on other systems or just fire alarms?

FPLP is not just for fire alarms. It's also not always red. It's perfectly fine for use in any low voltage application, unless the listing says otherwise. The only possible hitch would be if the cable happens to be red and there is a local requirement that only fire alarm cable can be red; that happens some times.
