If the code permits the installation of FPLR in EMT and FMC, Don't we need at least 2 hrs fire rating assembly while FPLR is only 105c, aside from that the EMT is 2 hrs fire rated but also it heats up the cables, can anyone justify the permission in the code?

EMT does not provide any fire rating.

There is no requirement that fire alarm cables be fire resistive.

You are partially correct on EMT. For CIC cable, the metallic raceway is part of the listing. You would be usually correct on fire resistive, except for applications where defend-in-place, evacuation to an area of refuge, or partial evacuation is employed. Then your riser cable has to have a 2-hour rating, either by it's own construction or by enclosure in a fire-rated structure or assembly.
