Is it RTRC Article 355?

From the initials it sounds like some sort of fiberglass resin ...... conduit. Is it similar to the fiberglass long sweep 90's that are pretty common?

Calculating the number of conductors permitted for Type RTRC conduit is difficult because no dimensions are given in the Code. Where dimensions are marked on the conduit, conductor fill calculation may be in accordance with those marked dimensions. For the exact dimensions for fill calculations of RTRC conduit, refer to the product standard or to the manufacturer's product information.
According to the information within the product standard for RTRC, Schedule 40, the internal diameter dimension of each size is slightly greater than that for intermediate metal conduit, Type IMC. Therefore, using Table C.4 for IMC within Annex C could be a possible solution for determining the number of conductors for a specific size of RTRC Schedule 40 conduit. However, the requirement is that under no circumstances is the maximum fill allowance of Table 1 of Chapter 9 to be exceeded.
