Free air conductors

We have a alot of triplex and quad on pole lines, lv distribution. I was under the impression it was considered free air because of 360° of air surrounding. I recently heard free air is considered insulator to insulator.

Just curious for ampacity reasons.

Even if an insulator support required a different table and ampacity, 310.15(A)(2) Exception says you can pretty much ignore it.
