Someone retro installed a load controller several years ago at this residence. After they slipped the amp reader coils around the service conductors, they forgot to re tighten the lugs.

I don't mean that they didn't tighten them enough, they didn't tighten them at all. I pulled them out without losening the lugs

The two wires were melted together at the top where they touched. It was coming close to a phase to phase short. When I pulled them apart, about 2" of bare wire was exposed.

The POCO guy noticed it when they were temporarily borrowing a neutral for the neighbors house. They left their split bolt and wire stub in there when they were done

I replaced the breaker and shortened up the wires a bit.

What's that they tied onto? It looks like a bundle of individual EGC's.

wait, so the poco 'borrowed' a neutral to feed a neighbors house, by splicing a wire into this panel? Where in the world is the poco allowed to do that? I could see them doing it in the meter can with the argument its theirs, but in the panel, downstream from the meter? If I ever caught the poco doing that to my house there would be one heck of a lawsuit....and cops too probably.

This was in Scottsdale AZ, part of a good sized metropolitan area.

They tied onto the #4 standed ufer.

I have seen them do this on more than one occaision for an overnight/temp repair. They run the neutral above ground to a neighbors house. I never really paid attention where they tied into before.
