I agree no minimum height. Follow pton's suggestion and/or use non-corroding screws.

I installed quality aluminum Killark FS boxes on the front & rear of my house over 45 years ago. Boxes are only 30" off the ground and every 6 to 8 years snow drifts and have them coveted in over a foot of snow for up to a week. Used heavy rubber basket and neverseeze on 6/32 screw threads. I open them up maybe every 6 to 10 years and bone dry and no sights of water or bugs.Still have the two marine grade receptacles that I installed over 45 years ago. Had 480 volt receptacles on equipment that they had to unplug up every night to sanitize it.FD boxes were only a few inches off the floor and would blow fuses several times a week due to water entering box. During a shut down we remounted the boxes maybe 3' off the floor and receptacles facing floor. Used Teflon tape to seal fitting then silicone to prevent water entrance. While on vacation down the shore saw a 100 amp meter socket mounted in an old basement window opening. Bottom halve if meter socket was below the sidewalk. Was only a been lick from the ocean.
