FSD need a disconnect?

the situation is that I have a new multi unit residential project that has a heat recovery system for ventilation of all the units. each unit has a 120volt damper on the supply and exhaust controlled by the FA. are the damper motors required to have a disconnect located at each unit?
 
Yes. See NFPA70:2008:430.102(B)
The type of disconnect can be as simple as the OCPD if the motor is small enough. See 430.109 Type.

thanks that is how i read 430.109 (B) but was not clear on if i still needed to comply with 430.102. I have 70 18 watt dampers to control so i was weighing the option of using the ckt breaker compared to each having an individual disconnect. the only dis advantage would be that they would all close if one damper had to be serviced.
