I am installing an aboveground fuel tank within 10' of an existing 160' radio tower. Should the tank grounds be bonded to the existing tower ground system? Is there a Code that addresses this?

"Yes" and "Standard, not a code" Following the Standards, use the NEC.

You are trying to control lightning to earth, the tanks I've hooked up all have manufactures details on grounding them, check yours.

A radio tower is asking for lightning to strike it, and your tank is close, I would say yes to a common grounding system no matter what.
