Does NEC allows wiremold receptacles under a fume hood (at the lower cabinet of the fume hood)?

Since the NEC has no idea what might be stored in the hood, I doubt you'll find much guidance there, unless you know that it's going to see flammable vapors on a regular basis, for example. The hood itself may be constructed to a standard that requires Class I Div 1 or 2 wiring methods or some such and you should check with the manufacturer for that.
