Fun? What's an X-Ray Capacitor on an Electrical Permit

Just curious:
This is the electrical permit section from a local AHJ.
I get what Festoon Lighting is.... and all the rest... but what's an "X-Ray Capacitor" in this context?
The counter staff has no idea, and post-covid you can't speak to anyone with knowledge directly any more.

So just curious... is an "X-Ray Capacitor" or X-Raying capacitors a thing? Maybe on large commercial
distribution systems?

Sounds like a call to the AHJ to me.
