Fuse Blocks

On a screw in type fuse block, can anyone tell me where it states that this pole is terminal (1) and this is terminal (2), ie. line and load. I know from OJT that line is in the bottom and load is on the side but I am having a hard time finding documentation to prove that. Engineering is saying that it does not matter, and I am saying that it is a bad wiring method to do it the other way. I have looked for documentation from the manufacturer of the fuse block and have come up empty. I have stressed to engineering that the tech's in the field check for incoming voltage at the bottom of the fuse block (inside) and not on the thread side. Need documentation, either manufacturing, UL, or NEC, ANSI, something. thanks
