Not sure if this is right forum for this. I am told it is not legal to install different types of fuses in the same disconnect, even if they have the same amperage rating. Is this true? What is the difference between Dual Element Time Delay and Current limiting fuses?

It is not 'illegal', although it is not an optimal design. When determining the protection and coordination of the circuit you would need to look at the worst case from each fuse.

Time delay has to do with the shape of the curve.
Current limiting has to do with how fast the device operates and the peak amount of current it lets through while melting and clearing.

It is very common to have time delay current limiting fuses, as these features are not mutually exclusive.
