Fused disconnect required?

I have a 5HP air compressor. The nameplate on the controller states that the maximum fuse size is 12A. The controller does not have a disconnect on it, however, the control xfmr is fused and the motor has overload protection via the starter. I know I have to provide a disconnect at the compressor but does it have to be fused? I intend to feed the disconnect from a 3P 15A. breaker. The supply voltage is 480v.

With just what you have written here, I would have to say yes. a 15A breaker isn't a substitute for the manufacturer's requirement of a 12A fuse and code requires you to follow manufacturers instructions.
