Fused disconnect required.

I have a generator with a 400 A main circuit breaker that feeds a service disconnect located within 30 feet of a mobile office. The service disconnect feeds the panelboard in the mobile that has a 100 A main circuit breaker. No 1 AWG is used from the generator to the service disconnect (outside tap rule), and from the service disconnect to the panelboard. Can the service disconnect be non-fused?

If, in fact, the disconnect is to be considered the Service Disconnect then
230.91 requires the OCP be integral with or immediately adjacent to the disconnect.
Is the transformer a power company transformer ?
