Fused neutral?

A customer ordred a control panel that will operate on either 120 or 240 volt single phase supply. I will provide supplementary OCP inside the cord and plug connected panel. The boss wants a single configuration using fuses on both legs - in the case of 120v supply, this means fusing the neutral. I can't find an NEC article that discusses such an arrangement, and I'm hesitant to do it this way. Any advice...

If I am reading you correctly, IMO you could install a din-rail with a 2-pole CB ( like the GE E2000 Mini) and meet the requirements of both 240.10 (Supplementary Overcurrent Protection) and 240.22(1) Opening all conductors of the circuit. Not sure what your plan would be with respect to the cord configuration that will allow for both 120 and 240.
