Fuses for a sub-meter

I need to install some temporary sub-meters for a client. Of course, there's not enough space in the panels for more breakers, so I plan to use some in-line fuse holders to protect the voltage leads. These will be doubled off existing breakers and it's a 208/120 system.

When we've done before, we used 10 amp midget fuses but those inline holders, like the Littelfuse LEB or Bussman HEB, are rated for 600v and $$. Is there any reason not to use miniature type AGC 250v fuses and 250v fuse holders? I can't think of one, but I may have missed something.
 
Check the manufacturer’s literature, they usually give a max fuse size. Square D had an issue with a certain model of sub meter where they required fast blow of a certain amperage because of fire risk.
 
Does your breaker have an extra terminal or are you installing the new conductor with a wire nut?
Yes, and possibly other ways (like a ring terminal or small lug under a convenient screw in a bus, probably not explicitly allowed but IMHO can be done safely in most circumstances).

Many breakers are rated for two leads under one terminal, but for those that aren't, a 3" pigtail and a wire nut do the trick. (I thing these panels have bog-standard QO breakers, they allow double wires under some conditions.)
