So I was installing a outlet for a electrical vehicle. This is a brand new home. The box was there. It was piped to the main panel so all I had to do was pull the wire and install the outlet and install the breaker. But I was curious about this. It's just a mud ring, with a two gang cover plate. I don't see anything inside of it. I was curious anybody know what this is for? Thank you for your help. P.S. As you can see in the picture, there is a gray cable inside there but it's stapled and it feels like it's going somewhere else so I don't think that has to do with this, but I'm not sure.

I would assume that cable is just a buried loop that is just dead ended in the wall there. Do you see the other end of it in the main panel?

Looks like big SER. No way is that opening useful for anything except to let someone know it's there. Cut the wall open if you are curious.
