Future 220V. wire loop?

So I was installing a outlet for a electrical vehicle. This is a brand new home. The box was there. It was piped to the main panel so all I had to do was pull the wire and install the outlet and install the breaker. But I was curious about this. It's just a mud ring, with a two gang cover plate. I don't see anything inside of it. I was curious anybody know what this is for? Thank you for your help. P.S. As you can see in the picture, there is a gray cable inside there but it's stapled and it feels like it's going somewhere else so I don't think that has to do with this, but I'm not sure.
