G.E.C termination

Bear with me please. I have a 400 amp single phase service drop. Below the meter there is a trough with taps coming off the load side conductors which go to (3) 60A disconnects on the building exterior which go to roof top units. Also coming out of the trough are (3) 3/0 conductors which feed a 200A main breaker panel directly inside the building. As of now the only GEC I can find is a #4 copper wire that is connected to the trough and to a driven ground. My question is where do I land the 1/0 GEC that I am bringing from the water supply inside the building? Thanks
 
No, it is a 50 year old existing mess. The AHJ is working with me and not being a PITA by any means. I am attempting to fix the "basic" things (like no grounding at all for instance).Grouping the disconnects was not an issue, no EGC was.
 
Take a look at Exhibit 250.12 in the explanatory text of the 2005 NEC Handbook. (I'm making the assumption that you are operating under the '05 NEC.)

I would land the 1/0 in the 200 amp panel, and tap off of it to the various other equipment. (Taps outside the panel)
