I would consider it a a well casing.
It is for a submersible pump that will transfer feedlot run off to another pit for eventual distribution to a pivot
I don't think it is a well. It won't hurt anything to bond it but I don't think it is a well casing.

Maybe qualifies as a local metal underground structure (250.52 (A)(7)).

I am not even sure it qualifies as being underground.
 
Thanks. Just got to the shop computer to search this out.
What makes a world of difference in tapping is a tap tool that will allow a 3/8”ratchet to work. Than get a 3/8” adaptor for your impact drill and use it.

I usually just take it in a few threads at a time than reverse it and repeat depending on the strength and depth of the metal I am working on.
 
On the well columns I have bonded, I have a 3/8 bolt welded to the column. Then attach a lug. For this I would use a ss bolt
