Yes, but making a several hundred foot underground raceway all metal just to avoid some bonding issues sounds kind of extreme.

I can't imagine why a long bonding wire is permitted at a pole, but not in the middle of a conduit run.

I guess one other solution is to just keep all the elbows that are in the middle of the run deep enough that they don't need bonding.

Because the pole was the only issue on the mind of the person who submitted the proposal.

I guess you could always make a form and pour 2" of light weight concrete around the 90s. I really don't like this permission in the code as I believe that concrete is conductive enough in many cases to present a shock hazard if the metal 90 is energized.
