Gap at SEC clamp connection

Is it OK to have a gap at the SEC clamped connection into a panel cabinet? I could stick 2 pens into the opening shown below.

Tony what is the yellow stuff inside the connector. Isn't that sealing the hole? Looks like they could have used a smaller connector. Use some duct seal.
 
Looks like an SER connector which is more rounded than an SEU connector. Or as Dennis said it's just the wrong size.

Sorry for the delay - had an unexpected item come up in office. The yellow stuff is the hole - that is the wall surface visible
 
I think the connector is likely listed for that size cable, a smaller one could have been used but not necessarily a code requirement to do so.

A plastic bushing could have been used but is not required for cables

No it is not ok to use the wrong clamp.

312.5 Cabinets, Cutout Boxes, and Meter Socket Enclosures.
Conductors entering enclosures within the scope of
